Theofcerwhoinitiatestheimpoundrecordsthereason
behindtheimpoundmentandinformationaboutthetowed
vehicle,includingtheVIN,description,licensenumber,
andtheconditionofthevehicle,aswellasinformation
aboutthecarowneranddriver.
ThevehicleshouldrstbecheckedagainsttheMVIin
RMSandthenautomaticallyqueriedinboththestateand
federalrepositoriesforwantsandwarrants.
Theofcerentershisestimateofwhenthevehiclewillbe
availableforreleaseandincludesthenameofthetow
companythatwillbemovingthevehicletotheimpound
lot.Amobilecomputingsystemenablestheinformationto
becapturedatthesceneandmadeavailableatthetime
thevehiclearrivesattheimpoundlot.
Attheimpoundfacility,theowneranddriverinformation,
aswellasthevehicleidenticationanddescription
information,arevalidatedorupdated,andthespecic
locationwithinthefacilityisaddedtotherecord.
Informationrelatedtothetow-and-impoundprocessalso
iscaptured.Aninitialestimateofthevehicle’svaluemay
beentered.Ageneralinventoryisconductedtodocument
itemsthatmaypotentiallyberemovedfromthevehicle,
includingpersonalitems,sparetires,gascaps,batteries,
weapons,etc.Thismoduleshouldsupportaquickand
easywaytocapturethatinformation.
Ifthevehiclehasevidentiaryvalue,itwillbesubjectto
therulesforchainofcustodyandshouldbeprotected
andtrackedbythesystemlikeothertangibleevidence.
RMScantreatthevehicleandmostofitscontentsasone
pieceofevidence.However,ifadditionalevidenceisfound
duringtheimpoundmentprocess,itcanbeprocessedasa
stand-alonepieceofevidence.
6.4 Use Case: Property and Evidence
Storage
Movementofpropertyandevidence,regardlessofhow
minor,isrecordedtoensurethatanaccuratelogofthe
activityiscapturedandallpoliciesandchain-of-custody
rulesarefollowed.Bar-codingthepropertyandusing
RMSduringthecheck-in,checkout,andmovementofthe
propertywillimprovetheaccuracyofthechain-of-custody
informationinthesystem.
6.5 Use Case: Property and Evidence
Disposition
Finaldispositionofpropertyisessentialtomaintaining
manageablestoragecapacitiesfortheagencyandmaking
certainownershavetheirpropertyreturnedinatimely
fashion.Thedispositionprocessdocumentsthedisposition
actionandincludessafeguardstoensurethatprocedures
andlawsgoverningtherelease,sale,ordestructionof
theitemarefollowed.Thesystemwillusetimedevents
byusingsystemmessagesorprovidingaccesstolists
ofeligiblepropertyitemstonotifythepropertycustodian
whenpropertycanbelawfullydisposed.
Theprosecutor’sapprovalwillberequiredbeforethe
dispositionofpropertywithevidentiaryvaluecango
forward.Thesystemshouldprovideameanstostore
imagesoftheitempriortothedisposition.Thesystem
mayincludeaninterfaceorexchangecapabilitywiththe
prosecutorthataffordsofcialsanefcientandaccurate
meansbywhichtoreviewandgrantordenyapprovalof
dispositionrequestssentbythelawenforcementagency.
Appropriateidenticationisrequiredtoverifytheidentity
oftheindividualcomingtoclaimapieceofproperty,
andasearchofinformationsourcesmaybeconducted
wherewarranted.Forexample,ifapersoncomesinto
claimaweapon,acheckofrecordsshouldbeconducted
toensureheorshecanlawfullypossessaweapon.An
additionalcheckagainstpropertydatabases(e.g.,NCIC)
shouldbeconductedtodetermineifthepropertyhasbeen
reportedasbeingstolen.RMSshouldautomatethese
queriesanddocumentthattheywerecompletedpriorto
thereleaseofproperty.
Afteraprescribedperiodoftime,propertyiseligiblefor
saleordestruction.Onlylawfulpropertycanbereturned
totheownerorsoldatpublicsale.Anypropertydeemed
illegalforanindividualtopossesswillbeproperly
destroyed.
Thesystemshouldgenerateautomaticalertswhen
propertyiseligibleforreleaseorsale.
